Only if they are causing a problem you can name. On a front elevation an arched head or a fanlight is a design feature, and covering it flattens the whole facade. Where the arch faces west and produces real afternoon glare, or where it looks into a neighbor's upper floor, a shaped shutter panel or a fitted arch treatment earns its place. Otherwise the better answer is treating the rectangular opening below it and leaving the arch as the architect drew it.
